Rule Changes 

Effective from 1st January 2005

This summary only includes changes to the rules that will effect the running of the game at the domestic level.

During the game (extra periods included) there is only one jump ball at the beginning of the game. The second half starts from half way opposite the scoretable by the team entitled to the ball as shown by the direction arrow.
The scorekeeper needs to change the possession arrow at the end of the 1st half since the teams change direction for the second half.

Both teams can substitute on any whistle to stop the game.
exceptions: Substitutions are not permitted:
" on a defensive goal tending / interference violation.
" if the scoretable sounds the horn at an incorrect time and the referee blows the whistle (also applies to time-outs).

The three second rule only applies when a team has the ball on court in its frontcourt.

The 8 second count in the backcourt will continue with the time remaining when the same team is awarded the ball, as a result of
" A ball having gone out of bounds
" A player of the same team having been injured
" A jump ball situation
" A double foul
" A cancellation of equal penalties against both teams.

The referee handing the ball to the player is required to inform the player of the time remaining.

For representative games: the 24 second clock is not reset on the above situations.

If the ball is in flight on a shot for goal and the referee blows his whistle or the signal sounds for the end of a period, no player shall touch the ball after it has touched the ring while it still has the possibility of entering the basket.
Penalty: the goal shall count.

A player shall be disqualified when he/she is charged with 2 unsportsmanlike fouls .

The penalty for a technical foul on a player is 2 free throws plus possession.

New cases of a technical foul include
" falling down to fake a foul
" disregarding warnings by officials
" delaying the game by deliberately touching the ball after it passes through the basket

Only the coach is permitted to remain standing during the game.

The size of the basketball for women's games has changed to size 6.


REFEREE MECHANICS
ALL free throws are to be administered by the referee on the endline.

The switching of referees on fouls has changed. The referee who calls the foul will always be the trail referee after reporting the foul to the scoretable.
